Where the name of a living or deceased person is proposed to be used, every effort should be made to gain consent from that person or the living direct relatives/descendants.
It is recommended that the person has been deceased for 20 years (see English Heritage Blue Plaque Guidance)
Local authorities should ensure that their local policy covers how they deal with these proposals and the time limit used.
