Addresses are the identifiers of places and where people are. They provide a common identifier to link data from a diverse range of systems and services to relate them to the same place, property, person, business, or service.
Local authorities in England and Wales have a statutory duty to name streets and number/name properties in those streets.
The purpose of this Code of practice (from here on referred to as the Code) is to provide a practical manual for Street Naming and Numbering (SNN) Officers in local authorities. The Code is designed to support officers in carrying out their statutory duties in this respect.
As well as providing practical examples, it will also provide guidance to ensure that the processes used meet legislative and governance requirements. Additionally, it will help to maintain a consistent national address dataset.
